Due to anonymity, people on this "Internet" think they can post whatever they want. Free speech laws have always applied, but some people don't seem to understand that there is even higher level government. Let me explain this:
Society is like a layer cake. On the bottom we have ourselves, life, our moral standards. The second layer is made of one's beliefs ("God" if you will), one's family/peer pressure, our world government, the laws of physics, things that are right on top of us, controlling our actions. One layer up from that, we have our national government, who further limits our rights, but not by much. They allow for free speech and thought, free will, etc. Above that we have our regional governments, adding an extra layer onto our cake of oppression. On the internet, there is another layer: moderators and administrators. These people, despite how powerless they are, generally rule with an iron fist over their domains, and take personal freedom into their own hands. I respect these individuals, as they seem to be the only ones willing to provide a safe environment for their citizens. Some people, however, seem to be oblivious to this level, and continue to post hateful comments thinking they only have to follow the rules of their own country. Well, let me tell you something: the mods will hunt you down! I hate flamers. This site is full of them. All they do is complain about other members and try to look superior to their peers. These people should be stopped. They must be stopped! I can't live in a world where people cast their morals aside!

but that's the point, regional is closest to you so it'd be the layer right above you.  World government has a more widespread effect but less direct so it's farther above and disseminated through the national and regional governments.
