It's different. American = Anybody of any ancestry/ethnicity.

Asian = Chinese/Japanese/Korean

Asians are homogenous ethnic groups and Americans are mixed, so the reason you won't be offended is because to insult an american is to insult anybody who lives there in general, regardless of what their ancestry is.
