The meme bbcode takes 3 parameters:

name - the name of the meme
top - the top text
bottom - the bottom text

Possible values for name are currently:
    scumbag_steve

You can also use:

SHOUTWiki is a pretty good host, I would say (and free, too!). They are essentially how Wikia was in the good old days before greed and LOSERdom took over.

All that's needed is for us to port the winnerwiki db over to php5 and it will be as right as rain. I think I still remember how to do that. Good thing I did it for the forums a while ago otherwise we'd have no yw!

I think a lot of work went into the wiki by a lot of different people, so get on this ASAP
