Yes but before it was True Crime, it was Black Lotus, a new IP. It was later acquired by Activision and rebranded into a True Crime game and then later sold again to Square Enix, which renamed it Sleeping Dogs. So it began as a new IP and ended as a new IP (only with a different name)

I bought Spec Ops The Line on sale yesterday and it's a new IP that is apparently pretty impressive depending on who you ask

It's on sale on Steam right this moment for 75% off but meanwhile on Amazon you can get it and both Bioshock games for like $10 (or $5 if you got a $5 off promotion for buying some thing, I don't know, I got an e-mail about it)

Is it worth trying? I'm not generally a huge fan of military shooters

i would buy spec ops bundled with bioshock games for $10 for sure if i had not already played all of them

Absolutely none, though they used the branding to help add to the cognitive dissonance create the expectation that makes the story more powerful.

Also, when you play through it, I advise doing a few, long sessions. The story will be more effective that way.
