What is the best (free) software to use when ripping DVD's to hard disk?  Also need to change the file's encoded region (US to Europe, so region 1 to 2)

Handbrake
https://handbrake.fr/

You need libdvdcss to rip commercial dvds.
http://download.videolan.org/pub/libdvdcss/1.2.12/

Rename to libdvdcss.dll and put in c:/program files/handbrake

libdvdcss don't care about no stinking region
