It's a suspended punishment, so it will only happen if it's a problem again.

Sports are so complicated. I wish there were one where there was a ball in the center of the field and both teams tried to get it into the opposite goal one time at all costs.

except germany won 4-1 so it didnt change the outcome

To be fair the goal would have made it 2-2 so who knows how the momentum would have switched.
